The National Lottery Commission, in exercise of the powers conferred on it by Sections 5 and 6 of the National Lottery etc. Act 1993, as amended, has granted to Camelot Group plc licences to run the National Lottery and to promote The National Lottery Lotto HotPicks Game. The National Lottery Lotto HotPicks Game is subject to The National Lottery Rules for Draw-Based Games Played at Retailers or by Offline Direct Debit (available for inspection at National Lottery Retailers and on request from the National Lottery Line, 08459 100 000) and to these Procedures. In the event of any ambiguity or inconsistency between The National Lottery Rules for Draw-Based Games Played at Retailers or by Offline Direct Debit and these Procedures, these Procedures shall prevail.

The National Lottery Lotto HotPicks Game played otherwise than at a Retailer is governed by the Rules for Draw-Based Games Played Interactively and the Game Procedures for the 'Lotto HotPicks' Game Played Interactively.

Words and expressions defined in the Rules that are not defined in these Procedures shall bear the same meaning herein unless the context otherwise requires.

Meaning of Words

The following words and terms, when used in these Procedures, shall have the following meanings, unless the context clearly indicates otherwise.

'Act'
means the National Lottery etc. Act 1993 as amended.
'Board'
means the numbers one to forty nine inclusive and any identifying and associated letter which together constitute a single Game Board on a Play Slip. Each Play Slip permits a Player to choose between the Pick 1, Pick 2, Pick 3, Pick 4 and Pick 5 games.
'Bonus Number'
means the number randomly selected from the remaining forty-three numbers at a Draw immediately after the Main Numbers have been selected. (For the avoidance of doubt, the Bonus Number is NOT a Winning Number as below defined.)
'Cancelled Draw'
means any Draw which does not take place by reason only of the expiry, suspension or revocation of either the Company's Licence from the Commission under Section 5 of the Act to run the National Lottery or the Company's Licence from the Commission under Section 6 of the Act to promote the Game.
'Central Computer System'
means the computer systems used by the Company from time to time to operate National Lottery games.
'Commission'
means the National Lottery Commission, being the body established to regulate the National Lottery or such other body as may carry out such functions from time to time.
'Company'
means Camelot Group plc, a company registered in England and Wales, whose registered office is at Tolpits Lane, Watford, Hertfordshire WD18 9RN.
'Draw'
means the process which culminates in the selection by the Company of a set of Winning Numbers for the Game on a random basis.
'Draw-Based Game'
means a National Lottery game, the result of which is determined by a draw and in which a Player's selection is recorded on the Central Computer System, but excluding any plays which are made available via an Interactive Channel.
'Entry'
means a chance or entry in the Game which has been registered as an entry on the Central Computer System.
'Exchange Ticket'
means the Ticket issued by the Terminal when a winning Multi-draw Ticket is presented for payment (provided that the Ticket presented is still valid for future Draws) and which will show the remaining number of Draws and range of Draw dates for which the Ticket remains valid.
'Game'
means The National Lottery Lotto HotPicks Game, comprising the Pick 1 game, Pick 2 game, Pick 3 game, Pick 4 game and Pick 5 game.
'In-Store Checkout Terminal'
means a type of Terminal which is situated at the checkout desk of certain Retailers and which is designated as an in-store checkout terminal by the Company.
'Interactive Channel(s)'
means those interactive channel(s) via which National Lottery games may be made available to Players including, without limit, websites, interactive television channels and mobile telephones.
'Lucky Dip®'
means a Selection consisting of the requisite number of different numbers which, instead of being selected by a Player, are selected on a random basis by the Company's Central Computer System on behalf of that player.
'Main Numbers'
means the first six numbers randomly selected at a Draw.
'Multi-draw'
means a facility to play the Pick 1, Pick 2, Pick 3, Pick 4 or Pick 5 game for a number of Draws with the purchase in advance of one Ticket, the number and frequency of such Draws available for selection by Players using the facility being as determined by the Company from time to time.
'Pick 1 game'
means a game in which a Player makes a selection of one number in accordance with paragraph (C)(2) below, which will be a Winning Selection if the one number chosen matches any one of the Winning Numbers.
'Pick 2 game'
means a game in which a Player makes a selection of two numbers in accordance with paragraph (C)(2) below, which will be a Winning Selection if the two numbers chosen match any two of the Winning Numbers.
'Pick 3 game'
means a game in which a Player makes a selection of three numbers in accordance with paragraph (C)(2) below, which will be a Winning Selection if the three numbers chosen match any three of the Winning Numbers.
'Pick 4 game'
means a game in which a Player makes a selection of four numbers in accordance with paragraph (C)(2) below, which will be a Winning Selection if the four numbers chosen match any four of the Winning Numbers.
'Pick 5 game'
means a game in which a Player makes a selection of five numbers in accordance with paragraph (C)(2) below, which will be a Winning Selection if the five numbers chosen match any five of the Winning Numbers.
'Play Card'
means a printed card made available by the Company which may be issued by certain Retailers who are permitted to do so by the Company and which bears one or more number selections (which may be numbers selected by the Player and/or Lucky Dip requests) with which a Player may make an entry into the Game at a Terminal.
'Play Card Selection'
means one set of numbers chosen by a Player within one Board on a Play Slip and which is recorded on a Play Card, or a Lucky Dip request recorded on a Play Card. In the case of a Pick 1 game, one number is chosen. In the case of a Pick 2 game, two numbers are chosen. In the case of a Pick 3 game, three numbers are chosen. In the case of a Pick 4 game, four numbers are chosen. In the case of a Pick 5 game, five numbers are chosen.
'Play Slip'
means a preformatted slip made available by the Company bearing the numbers from which a Player can make his selection to make an entry into the Game or obtain a Play Card at a Terminal, other than an In-Store Checkout Terminal. A Play Slip carries three Boards.
'Player'
means a member of the Playing Public who purchases or otherwise acquires an Entry.
'Playing Public'
means members of the public who are eligible to purchase Entries.
'Prize'
means a prize won by a Player in the Game.
'Prize Category'
means one of the prize categories as set out in paragraph (E) below.
'Refund Till'
means the machine situated at Retailers, designated by the Company as Retailers being permitted to have In-Store Checkout Terminals, which allows Tickets and Ticketless Entries purchased at In-Store Checkout Terminals to be cancelled.
'Retailer'
means any person, firm or company authorised by the Company to sell Tickets and/or to pay Prizes in respect of Valid Winning Tickets.
'Rules'
means The National Lottery Rules for Draw-Based Games Played at Retailers or by Offline Direct Debit as published by the Company and in force from time to time (formerly known as the National Lottery Rules for Draw-Based Games Played at Retailers or by Subscription).
'Selection'
means one set of numbers chosen by a Player within one Board on a Play Slip and which is recorded on a Ticket issued in accordance with the Rules, and includes a Lucky Dip recorded on a Ticket and a set of numbers chosen by a Player which is keyed in manually by a Retailer and which is recorded on a Ticket. In the case of a Pick 1 game, one number is chosen. In the case of a Pick 2 game, two numbers are chosen. In the case of a Pick 3 game, three numbers are chosen. In the case of a Pick 4 game, four numbers are chosen. In the case of a Pick 5 game, five numbers are chosen.
'Terminal'
means the machine which allows Tickets to be printed and, in the case of Terminals other than In-Store Checkout Terminals, winning Tickets to be validated.
'Ticket'
means the ticket for the Game issued by a Terminal to record a Player's Entry or Entries, the Game Draw date(s) for which the ticket is valid, and such other information as may be determined by the Company from time to time.
'Ticketless Entry'
means an Entry purchased by a member of the Playing Public by way of an In-Store Checkout Terminal but in relation to which Entry no Ticket nor any part of a Ticket is produced (provided that, for the avoidance of doubt, no person has any right to purchase a Ticketless Entry).
'Valid Winning Ticket'
means a Ticket bearing a Winning Selection which meets all the Company's Ticket validation requirements as set out or referred to in the Rules.
'Voucher Ticket'
means an non-cancellable Ticket issued by a Retailer upon presentation of a valid National Lottery voucher (such voucher being a pre-printed banknote style document issued by the Company and which may be exchanged by the holder at Retailers for a Voucher Ticket).
'Winning Numbers'
means the Main Numbers, but not the Bonus Number, used to determine the winning Entries.
'Winning Selection'
means a selection which entitles a Player to a Prize in the category applicable to the correct numbers selected.

Where the context so requires in these Procedures, the neuter gender shall include the feminine or masculine gender and vice-versa, the feminine gender shall include the masculine gender and vice-versa and the singular shall include the plural and vice-versa.

  • (A) The Game

    The Game is called The National Lottery Lotto HotPicks Game, comprising the Pick 1 game, Pick 2 game, Pick 3 game, Pick 4 game and the Pick 5 game.

  • (B) Draw

    Draws for The National Lottery Lotto Game shall constitute the Draws for the Game. The Draws will take place twice per week on Wednesday and Saturday except that no Draw will take place on Christmas Day unless with the consent of the Commission, or such other days as may be specified by the Company.

  • (C) Method of Play

    • (1) Cost of play
      • (a) Each Entry (where payment is required) has a cost of £1.
      • (b) The cost of a Multi-draw Ticket will be the total cost of the Entries selected multiplied by the number of Game Draws the Player has chosen.
    • (2) Making a Selection
      • (i) Using a Play Slip to purchase a Ticket
        • (a) On any one Play Slip a Player may play a minimum of one Board and a maximum of the number of Boards included on the Play Slip.
        • (b) Before making a Selection or Selections on a Play Slip, a Player must choose one game to play, whether the Pick 1 game, the Pick 2 game, the Pick 3 game, the Pick 4 game or the Pick 5 game by marking the appropriate box under the words "Choose which game you wish to play" on the Play Slip.
        • (c) Each Selection is made by manually marking the appropriate number of numbers within one Board or by manually marking the Lucky Dip box on that Board. In the case of the Pick 1 game, one number is marked. In the case of the Pick 2 game, two numbers are marked. In the case of the Pick 3 game, three numbers are marked. In the case of the Pick 4 game, four numbers are marked. In the case of the Pick 5 game, five numbers are marked.
        • (d) A Player using a completed Play Slip to purchase a Ticket should submit the Play Slip to the Retailer together with the appropriate amount due. The completed Play Slip is processed through the Terminal (other than an In-Store Checkout Terminal) which will issue the Ticket recording each Selection marked on the Play Slip.
        • (e) By marking the appropriate box under the words "Choose which draw" on a Play Slip the Player will be able to enter his Selection in the next available Wednesday Draw only, the next available Saturday Draw only or the next two available consecutive Draws.
        • (f) Where the Player uses the Multi-draw facility to purchase a Ticket he will mark his Selection on the appropriate Boards of the Play Slip, mark the appropriate box under the words "Choose which draw" on the Play Slip to determine the frequency of the Draws for which his Selection is to be entered and mark the appropriate box under the words "Choose how many weeks you wish to play for". Alternatively the Player, at a Terminal other than an In-Store Checkout Terminal, may request the Retailer manually to enter the number and frequency of Draws. The Terminal will issue a Ticket which shows the Selection made, the number and frequency of Draws selected and the range of Draw dates for which the Ticket is valid.
      • (ii) Using a Play Slip to obtain a Play Card
        • (a) On any one Play Slip a Player may play a minimum of one Board and a maximum of the number of Boards included on the Play Slip.
        • (b) Before making a Selection or Selections on a Play Slip, a Player must choose one game to play, whether the Pick 1 game, the Pick 2 game, the Pick 3 game, the Pick 4 game or the Pick 5 game, by marking the appropriate box under the words "Choose which game you wish to play" on the Play Slip.
        • (c) Each Play Card Selection is made by manually marking the appropriate number of numbers within one Board or by manually marking the Lucky Dip box on that Board. In the case of the Pick 1 game, one number is marked. In the case of the Pick 2 game, two numbers are marked. In the case of the Pick 3 game, three numbers are marked. In the case of the Pick 4 game, four numbers are marked. In the case of the Pick 5 game, five numbers are marked.
        • (d) A Player using a completed Play Slip to obtain a Play Card should submit the Play Slip to the Retailer (which Retailer must, for the avoidance of doubt, be a Retailer who is permitted by the Company to issue Play Cards). The completed Play Slip is processed through the Terminal (other than an In-Store Checkout Terminal) which will issue the Play Card recording each Play Card Selection marked on the Play Slip.
        • (e) A Player may at a Terminal (other than an In-Store Checkout Terminal), by specifying the one number required per Selection in the case of a Pick 1 game, the two numbers in the case of a Pick 2 game, the three numbers in the case of a Pick 3 game or the four numbers in the case of a Pick 4 game, the five numbers in the case of a Pick 5 game request the Retailer to key in manually a selection of numbers to be recorded on a Play Card.
        • (f) By marking the appropriate box under the words "Choose which draw" on a Play Slip the Player will be able to indicate whether he wishes his Play Card Selection (at the time he uses the Play Card to purchase a Ticket) to be entered into the next available Wednesday Draw only, the next available Saturday Draw only or the next two available consecutive Draws.
        • (g) Where the Player uses the Multi-draw facility to obtain a Play Card he will mark his Play Card Selection on the appropriate Boards of the Play Slip, mark the appropriate box under the words "Choose which draw" on the Play Slip to determine the frequency of the Draws for which his Play Card Selection is to be entered (at the time he uses the Play Card to purchase a Ticket) and mark the appropriate box under the words "Choose how many weeks you wish to play for". Alternatively the Player, at a Terminal other than an In-Store Checkout Terminal, may request the Retailer manually to enter the number and frequency of Draws into which he wishes his Play Card Selection to be entered (at the time he uses his Play Card to purchase a Ticket).
      • (iii) Provisions applicable to both using a Play Slip to purchase a Ticket and using a Play Slip to obtain a Play Card
        • (a) For the purposes of the "Choose how many weeks you wish to play for" boxes on the Play Slip, the first week shall be a period commencing with the first available Saturday or Wednesday Draw as selected by the Player and ending immediately prior to and excluding the Draw on the same day of the following calendar week, the next week shall commence on the day of and from and including the Draw immediately prior to which the first week ended and shall end immediately prior to and excluding the Draw on the same day of the next calendar week, and subsequent weeks shall be similarly determined.
        • (b) Nothing in these Procedures shall operate to prevent or restrict the Company in connection with the promotion of the Game from issuing mechanically-completed Play Slips for the use of Players.
      • (iv) Using a Play Card to purchase a Ticket
        • A Player using a Play Card to purchase a Ticket should submit the Play Card to a Retailer together with the appropriate amount due. The Play Card is processed through the Terminal which will issue a Ticket reflecting each Play Card Selection. If the Play Card is processed through an In-Store Checkout Terminal but a Ticketless Entry occurs which is not cancelled in accordance with paragraph (C)(3) below, Rule 4(M) of the Rules will apply.
      • (v) Purchasing a Ticket without first using a Play Slip or a Play Card
        • (a) A Player may, if purchasing a Ticket from a Terminal (other than an In-Store Checkout Terminal) without completing a Play Slip or first obtaining a Play Card, by specifying the one number required per Selection in the case of a Pick 1 game, the two numbers required per Selection in the case of a Pick 2 game, the three numbers in the case of a Pick 3 game, the four numbers in the case of a Pick 4 game or the five numbers required per Selection in the case of a Pick 5 game, request the Retailer to key in a selection of numbers required per entry into the Game.
        • (b) A Player may, if purchasing a Ticket from a Terminal at which a Lucky Dip facility is available, without completing a Play Slip or first obtaining a Play Card, request the Retailer to issue a Ticket which has recorded on it the requested number of Lucky Dips relating to the Pick 1 game, Pick 2 game, Pick 3 game, Pick 4 game or Pick 5 game.
      • (vi) General
        • No Play Card Selection or any other set of numbers selected by a Player will be entered into the Game unless and until they have been registered as Entries.
    • (3) Cancellation of a Ticket or Ticketless Entry
      • (a) Subject to paragraph (C)(3)(b), (d) and (h) below, a Ticket (other than an Exchange Ticket to which the provisions of paragraph (C)(4)(b) below apply) may be cancelled if it has been issued in error; or it is illegible; or it is incomplete; or if it contains two or more Lucky Dip Selections, each comprising the same numbers, for the Pick 1 game, or the Pick 2 game, or the Pick 3 game or the Pick 4 game or the Pick 5 game.
      • (b) A Ticket falling within the terms of paragraph (C)(3)(a) above may only be cancelled if:
        • (i) it is returned to the issuing Terminal (or a Refund Till if the issuing Terminal is an In-Store Checkout Terminal) within 120 minutes of the time when it was purchased or before the close of sales for the relevant Draw or the close of Ticket sales for that Retailer on that day, whichever is the earlier; and
        • (ii) the Ticket can be cancelled through the bar code reading device and optical mark reader on the Terminal or, in the case of a Ticket issued by an In-Store Checkout Terminal, through the manual entry of a lottery sale identifier (being the number described as such on the Ticket and the Player's receipt) by the Retailer. In the event that the Ticket to be cancelled is not readable by the bar code reading device and/or the optical mark reader, the Retailer will be required to contact the Company to receive authorisation for cancellation. In the event that the Player cannot provide a lottery sale identifier for a Ticket issued by an In-Store Checkout Terminal it will not be possible to cancel such Ticket.
      • (c) Subject to paragraph (C)(3)(d) and (h) below, a Ticketless Entry may be cancelled if:
        • (i) the Player attends the Refund Till within 120 minutes of the time when the Ticketless Entry was purchased or before the close of sales for the relevant Draw or the close of Ticket sales for that Retailer on that day, whichever is the earlier; and
        • (ii) the Player provides the Retailer with sufficient information to enable the Ticketless Entry to be cancelled. In the event that the Player cannot provide a lottery sale identifier for the transaction it will not be possible to cancel the Ticketless Entry.
      • (d) Subject to paragraph (C)(3)(h) below, all Tickets and/or Ticketless Entries for Draw-Based Games issued by an In-Store Checkout Terminal in a single transaction will be cancelled automatically by the Refund Till if a Player cancels any one of the Tickets and/or Ticketless Entries issued in that transaction.
      • (e) On cancellation of a Ticket or a Ticketless Entry the Player will be entitled to a refund from the Retailer equal to the retail price of the Ticket or Ticketless Entry.
      • (f) For the avoidance of doubt, a Player may not seek cancellation of a Lucky Dip Ticket by reason only of the number selection(s) on the Ticket not being to his liking.
      • (g) A Ticket or a Ticketless Entry may only be cancelled if the corresponding Entry is actually deleted from the Central Computer System within the period specified in paragraph (C)(3)(b)(i) above or, as the case may be, paragraph (C)(3)(c)(i) above.
    • (4) Multi-draws
      • (a) If a Prize is paid on a Multi-draw Ticket which is still valid for future Draws, an Exchange Ticket will be issued, in accordance with the Company's procedures, to the owner or Claimant together with his Prize payment.
      • (b) A Multi-draw Ticket shall not be capable of cancellation other than in accordance with paragraph (C)(3)(a) above and, in any event, prior to the first Draw in respect of which the Ticket has been issued. No Exchange Ticket will be cancelled.

  • (D) Winning Selections

    Subject to the provisions of the Rules and these Procedures, a Player shall be entitled to the applicable prize as indicated in the table set out in paragraph (E) if, in respect of a Selection:

    In the case of a Pick 1 game
    any one of the Main Numbers match the one number in that Selection ('Pick 1 Match 1');
    In the case of a Pick 2 game
    any two of the Main Numbers match in any order the two numbers in that Selection ('Pick 2 Match 2');
    In the case of a Pick 3 game
    any three of the Main Numbers match in any order the three numbers in that Selection ('Pick 3 Match 3');
    In the case of a Pick 4 game
    any four of the Main Numbers match in any order the four numbers in that Selection ('Pick 4 Match 4');
    In the case of a Pick 5 game
    any five of the Main Numbers match in any order the five numbers in that Selection ('Pick 5 Match 5').

  • (E) The Lotto HotPicks Game - Approximate Odds of Winning and Prize Structure

    • The following table sets out the probability of winning and, subject to paragraph (F) below, the allocation of fixed prizes:

  • (F) Prize Capping Mechanism

    • (1) In this paragraph:
      'Draw Ticket Sales'
      means the aggregate face value of Entries in a particular game.
      'game'
      means any one of the Pick 1 game, the Pick 2 game, the Pick 3 game, the Pick 4 game and the Pick 5 game in respect of a Draw.
      'Prize Amount'
      means for any one game in respect of a Draw, the total amount of the prizes payable in respect of that game determined in accordance with the Table in paragraph (E) above but disregarding any effect thereon of the provisions of this paragraph (F).
      'Prize Cap'
      means for any game, the Prize Cap for the relevant Draw as determined in accordance with paragraph (F)(2) below.
      'Prize Fund'
      means for each Draw, the amount available for the payment of prizes in respect of one of the games.
    • (2) Prize Cap
      • (i) Pick 1 game

        For each Draw, the Prize Cap for the Pick 1 game shall be the Draw Ticket Sales of Pick 1 game entries for that draw multiplied by 1.2.

      • (ii) Pick 2 game

        For each Draw, the Prize Cap for the Pick 2 game shall be the Draw Ticket Sales of Pick 2 game entries for that Draw multiplied by 1.2.

      • (iii) Pick 3 game

        For each Draw, the Prize Cap for the Pick 3 game shall be the Draw Ticket Sales of Pick 3 game entries for that Draw multiplied by 2.6.

      • (iv) Pick 4 game

        For each Draw, the Prize Cap for the Pick 4 game shall be the Draw Ticket Sales of Pick 4 game entries for that Draw multiplied by 9.0.

      • (v) Pick 5 game

        For each Draw, the Prize Cap for the Pick 5 game shall be the Draw Ticket Sales of Pick 5 game entries for that Draw multiplied by 26.0.

      • (vi) If in any Draw the Prize Amount for a game exceeds the Prize Cap for that game, then in respect of that game, the amount of the Prize Cap shall constitute the Prize Fund and the amount of the prize in the relevant applicable Prize Category shall be determined by dividing that Prize Fund by the number of Winning Selections in that Prize Category.

  • (G)

    • Each prize which is not a whole number of pounds sterling will be rounded down to the nearest £1.
  • (H)

    • (1) Pick 5 Match 5 is the highest Prize Category and Pick 1 Match 1 is the lowest Prize Category. The Company reserves the right at its absolute discretion to increase the prize for any Prize Category or Categories for any Draw subject to the prior agreement of the Commission.
    • (2) The holder of a Winning Selection may win in only one Prize Category per Entry (being the Prize Category for the Pick 1, Pick 2, Pick 3, Pick 4 or Pick 5 game in respect of which that Entry was issued) and shall be entitled only to the prize for that Prize Category (regardless of the actual prize value) and not for any other Prize Category.
  • (I) Refunds in Certain Circumstances

    • (1) Notwithstanding Rule 4(T)(5) of the Rules, in the event of a Cancelled Draw the Company shall:
      • (a) refund to a Player who has purchased either a Ticket for the Cancelled Draw only or a Multi-draw Ticket for the Cancelled Draw and other Draws, an amount equal to that part of the Ticket purchase price as was paid in respect of and is attributable to the Cancelled Draw;
      • (b) pay to a Player who holds a Voucher Ticket for the Cancelled Draw the amount which would have been properly payable by the Player had the Player purchased that Ticket from a Retailer;
      • (c) refund to a Player who has purchased a Ticketless Entry for the Cancelled Draw an amount equal to the purchase price as was paid in respect of and is attributable to the Cancelled Draw.
    • (2) Any refund and payment under paragraph (I)(1)(a), (I)(1)(b) and (I)(1)(c) above must be claimed by the Player. The methods of claiming, payment, the validation of claims and (subject to paragraph (I)(3) below) the period within which such claims may be made shall be as determined by the Company in its absolute discretion from time to time but subject to the prior agreement of the Commission. A Player will in any event be required to produce the Ticket before any refund or payment will be made except in the case of a Ticketless Entry, when a Player must provide such information as the Company may require to satisfy itself that such Player is the owner of such Ticketless Entry.
    • (3) The period referred to in paragraph (I)(2) above shall be a period expiring not earlier than the day 90 days after the date on which the Cancelled Draw was to have taken place.
    • (4) Neither the Company nor any Retailer shall in any circumstances be liable to pay interest in respect of refunds or payments made under this paragraph (I).
    • (5) For the avoidance of doubt, this paragraph shall not apply in respect of any Draw which is delayed or postponed nor in respect of any Draw which is cancelled but which is not a Cancelled Draw as defined in these Procedures.
